To rank a webpage higher on search results, is it true that backlinks are the number 1 factor?

I know there are hundreds of factors on SEO but I’m specifically looking at what is the most important factor assuming I have already built a webpage that is optimized for search indexing. I heard that backlinks particularly on very high relevance sites will boost my webpage to go up the search results but wonder if this is true.
